ATTENTION - COMPETITORS SHOOTING ARBR NEXT SUNDAY.

PLEASE NOTE THESE INSTRUCTIONS.

1. NO ONE IS ALLOWED TO ZERO THE AIR RIFLE BEFORE OR DURING THE COMPETITION. ALL ZEROING CAN TAKE PLACE WHILE YOU ARE SHOOTING YOUR CARD. YOU HAVE 30MINUTES TO ZERO AND SCORE 25 TARGETS.

2. YOU REGISTER AND PAY YOUR ENTRY FEE WITH DAVID GIARDINA . MAAC MEMBERS ONLY CAN ENTER WITH TWO RIFLES IN TWO DIFFERENT CLASSES OR IN SAME CLASS. ONE ENTRY IS EURO 8 FOR MEMBERS OR EURO 10 FOR TWO ENTRIES. NON MEMBERS EURO 10 ONE ENTRY ONLY.

3. REGISTRATIONS WILL OPEN AT 7.00AM - MAX TIME OPEN FOR REGISTRATION IS 9.00AM PERSONS ARRIVING LATER THEN 9.00AM WILL NOT BE ALLOWED TO TAKE PART. MAXIMUM ENTRIES POSSIBLE IS 32 COMPETITORS FIRST COME FIRST SERVED BASIS. COMPETITORS ARE URGED TO BE AT THE RANGE NOT LATER THEN 7.30AM.

4. AT 8.15 SHARP THERE WILL BE THE SAFETY AND BR BREIFING. CHRONO WILL CONTINUE AFTER BREIFING UP TILL 9.15AM IF REQUIRED.

5. ALL SHOOTERS CLAIMING SPORTER CLASS I.E. UNDER 15FTLBS MUST AFTER REGISTRATION PROCEED TO THE CHRONOGRAPH STATION THIS WILL BE MANNED BY KRIS DEBATTISTA AND ALFRED CINI. YOU MUST DECLARE YOUR FILL PRESSURE (PCP) AND PELLETS TYPE. BEFORE YOU CHRONOGRAPH YOU MUST FILL TO THE DECLARED PRESSURE (PCP). THE OFFICIALS WILL CHRONO YOUR AIR RIFLE. IF FOUND OVER 15FTLBS YOU MUST EITHER USE HEAVIER PELLETS OR TUNE YOU AIR RIFLE AND RE CHRONO, OTHERWISE YOU WILL SHOOT THE UNLIMITED CLASS. OFFICERS STANLEY SHAW AND RENE SCORFNA WILL PLAN THE RELAYS GIVE YOU THE TARGET SHEETS WITH THE CORRECT CLASS MARKED INCLUDING YOUR INITIALS / RELAY AND BENCH NUMBER.

6. AFTER CHRONO ALL RIFLES MUST BE PLACED IN CASES. IF YOU HAVE A PCP REFILL NOW TO DECLARED PRESSURE AND PUT THE AIR SCUBA TANK BACK INTO YOUR CAR.

7. AT 8.25 THE RCO WILL CALL THE 1ST GROUP OF SHOOTERS SHOOTING RELAY 1.
THE SHOOTER WILL GO DOWN RANGE AND ATTACH THEIR TARGET TO THE TARGET HOLDERS. THE RETURN TO THE BENCH AND START TO POSITION THE REST AND RIFLES ON THEIR TABLE. THEN SIT DOWN - DO NOT LOAD ANY PELLETS OR LOADED MAGAZINES IN YOUR AIR RIFLES. ALL BOLTS OPEN.

8. ONCE ALL SETTLE THE RCO WILL INITIATE THE RANGE COMMANDS. LOAD PELLETS AND MAGAZINES.

9. FOLLOWED BY : YOU HAVE 30 MINUTES TO COMPLETE YOUR TARGETS - START.

10. AT 15, 5, 1 MINUTE THE RCO WILL GIVE A TIME REMINDER. UNTIL TIME OUT.

11. AT TIME OUT THE RCO WILL TELL YOU : DISCHARGE ANY SHOTS AT SAFE GROUND DOWN RANGE. REMOVE MAGAZINE AND SHOW CLEAR. ALL SHOOTERS MUST DISCHARGE ANY LOADED SHOT, REMOVE MAGAZINES AND KEEP BOLTS OPEN IF POSSIBLE. LOADING PELLETS OR MAGAZINES IN THE RIFLE BEFORE THE RCO ORDER LEADS TO DISQUALIFICATION.

12. NO ONE STANDS UP FROM BENCH IF HE/SHE FINISHES BEFORE THE 30MINUTES ARE OVER. THIS CAN LEAD TO DISQUALIFICATION.

13. THE RANGE OFFICER WILL THEN DECLARE : RANGE CLEAR SHOOTERS PROCEED TO CHANGE TARGETS. THE SHOOTERS MUST GO DOWN RANGE PICK THEIR TARGETS AND HAND THEM TO RCO. THEN THEY WILL START TO PACK THEIR EQUIPMENT AND CLEAR TABLES. IN THE SAME TIME THE RCO WILL CALL SECOND RELAY SHOOTERS AND THESE WILL PROCEED TO FIX THEIR TARGETS ON THE BOARDS. PROCEDURE WILL RESTART AS FROM POINT 7. NOTE SHOOTERS DELAYING THE EVENT WILL BE DISQUALIFIED.

WE UREGE ALL SHOOTERS TO REMAIN AT VSR UNTIL RESULTS ARE PUBLISHED AND THE AWARDS ARE GIVEN.

PLEASE DO NOT WAST TIME OUR TIME.

Next Sunday 1st February 2009 - Air Rifle Bench Rest.


Next Sunday we will start our local 2009 Air Rifle Bench Rest season. I hope that we will not encounter the same wind conditions as we had during this weekend, however as you all know Bench Rest is a wind game, some wind is always welcome during Bench Rest. As you all know a slight moderate breeze that changes direction can make the difference between a 10 and a 10X.

May I remind you that next Sunday there will be the Sporter Class (under 15ftlbs) and the Unlimited Class (over 15ftlbs) as separate categories. Both will shoot @ 25m on the 25m ERABSF score cards. MAAC members are entitled to enter both classes or with two different air rifles in the same class.

As a drive to apply full 100% ERABSF regulations please not that:
YOU WILL NOT BE ALLOWED TO DO ANY AIR REFILL DURING YOU 30 MINUTE MATCH.
So be care full with the amount of sighters you shoot and study your shots.

All the competitors shooting next Sunday are reminded that there will be NO zeroing time allowed before the match. You must zero, fine tune and shoot the scoring targets within your 30 minutes. Anyone who wants to zero this sights must do it on the day during his match time that is part of the game.


Next Sunday you as an MAAC member have a double challenge. Apart from trying to win your class for the 1st, 2nd and 3rd positions you will be also shooting for a selection to compete for MALTA in the 1st Air Rifle Bench Rest World Postal Championship hosted by Free State Benchrest Shooting Association of South Africa. The top 9 shooters from the Sporter class will be selected for the 3 teams. Shooters who score more the 200 points in any class will be selected by MAAC to shoot the worlds postal championship as individuals. These postals will be shoot at a later date, independent from the MAAC Activity Planner. Details for these postals will be issued later.

Steyr Sportwaffen Austria has generously agreed to support this international event and supply all medals and awards.

Gozo - Shoot with AACTS

Apart our love and dedication to air guns, we are also fire arm enthusiasts. Many of our MAAC members are also members in the Association of Arms Collectors and Target Shooters (AACTS).

On Saturday 17th January 2009, we took an air gun break. We took the opportunity of a really beautiful day and joined with a group of AACTS shooters to put some rounds downrange at AFM Qortin - Gozo. The shooting session was coordinated by Godfrey Pizani, Professor Montanaro and the watch full eye of John Cassar.

The details varied between pistol and carbine. Most of us also had the opportunity to experience for the first time an IDPA qualifier - its difficult but its fun if you like pistol shooting. As expected most MAAC members are more into rifles. AFM Qortin Range like Safi has not opportunity to allow long rifle (rim fire) , yet Carbines (which are allowed) is the next best choice and MAAC members did not loose the opportunity to tune up their GSG's. The day was wonderfull, the people were wonderfull and the event was very well organized. Thanks to AACTS.

NEW TARGET SHOOTER LICENSE PROCEDURE - OBJECTION REASONS BY MAAC

WE HAVE ASKED OUR AFFILIATED PARTNERS FOR SUPPORT IN THIS ISSUE AND WE HAVE ALREADY A POSITIVE RESPONSE.


POST 1

Although I agree with the procedure for issuing TS-A licenses, I do not agree with the contents and the structure of the sylllabus for the simple reason is that that the contents are oriented only to fire arm or better TS-A.

With this action, persons who are not interested in Target Shooter A license, but are interested only in getting a Target Shooter B (airgun) license for air gun sport disciplines and airsoft, will have to undertake one standard syllabus and exam that is orientated towards TS-A and fire arms without any reference what so ever to their intended target, that is totally unfair and unjust. The majority of airgun and airsoft enthusiasts agree that it is right that airguns and airsoft must be licensed to prevent abuse, but this is going too far in my opinion always in terms of TS-B (airgun), unless the courses and exams are orientated towards the license type.

If the WB approved the procedure then the WB must supply the complete full details of course & contents and not just line headings.
When do we expect to have these details ?

Below are the contents of the draft syllabus that was sent to clubs on the 26/11/2008 for Target Shooter License A and B recommendation. The WB states that this must be the basis of any courses organised by NGOs.

FIRE ARM SAFETY COURSE SYLLABUS
Courses are of six hour duration and are based on the following syllabus:

1. Mechanical characteristics of the major firearm types:

. Rifle
. Shotgun

2. General Safety Rules.
. 10 fundamental rules of firearm safety.

3. Firearm Normal Safety Precautions (NSP's)
. Checking Firearms

5. Safe Storage of Weapons.

9. Relevant provisions of Arms Act 2005 & regulations.


As you all can see with your own eyes the course out line suggested by the WB is intended for TS-A and TS-B Shotgun but not for TS-B airgun or airsoft. The Malta Allied Airgunners Club which is a Target Shooter B (airgun) licensed club received the same syllabus outline.

In our Airgun Safety and Introduction Course (ASIC) we always covered items 1 to 9 but 1,3 and 4 are orientated towards air guns and airsoft guns and not fire arms. Our course document is also available on our website since we have nothing to hide.
Those who know me know that I wrote the course contents for TS-B(air gun and airsoft) and started the course in MASC/AMACS 2 1/2 years ago, and it was called BAIC (Basic Airgun Induction Course). After the formation of MAAC I re formated the document and renamed it but still has the same basics.

How can we agree with this decision when this is not reflecting the type of license we cater for ?

We cannot send our new members for an exam, when the exam will be orientated towards fire arms, since by logic it will be based on the syllabus outline suggested by the WB ?

Maybe the WB was not specifically talking about TS-B (airgun) ?

Maybe this exam is for fire arm license holders A and B only ?



In that case WB statements must be more specific to avoid unnecessary misunderstanding.
As said in my previous post I am not against this decision that one is tested but always according to the intended license and not something else.

I expect that members of the WB can clarify this here on the forum since the news came on the forum.

NEW TARGET SHOOTER LICENSE PROCEDURE

The Weapons Board has adopted new procedures for the recommendation of applicants for Target Shooter Licences A and B.

Henceforth the WB shall carry out exams which will test applicants’ knowledge of their legal obligations as well as safe firearms handling. These exams shall be held every fortnight.


Note: We have just learned of this new procedure that will effect all new applications from the Maltashootingsports forum.

I as the club chairman simply do not agree with this decision, because it rules out TS-B (air gun). Some weeks ago the WB sent us a course out line, just headings that are orientated towards TS-A license and not TS-B.

The post was originated by Steve Petroni who is a member of the WB. Thus I have given my opinion in the forum towards this decision, in terms of reference to those interested in TS-B only. As a club I expect that now that the WB has issued this new procedure, I exepct them to supply us with the full course contents that we need to provide to our new members, who want only TS-B airgun license.

We have a course planned for the 18th January 2009 . In view of this development all of those new members who applied for the course are remined still to attend on the planned date. However please be aware that we might issue other instructions in the comming week.

World 1st Air Rifle Postal Competition



As already announced MAAC will represent Malta in the 1st World Air Rifle Postal Competition that will take place between March and November 2009.

The MAAC ARBR match scheduled on 1st February 2009 and results from 2008 will be used to define 3 teams of 3 shooters each and a number of individual shooters that will take part in this competition. After the teams will be selected we will select the equipment that is too be used and in conformity to the regulations. Then we plan the shooting days for each team. Each shooter in the team will shoot 3 cards with bench rotation on the same day. The individuals will shoot also on a planned day 3 cards with bench rotation.

Below find the general rules for the world postal.
All other specific rules are those we use in ERABSF.

Rules of the Air Rifle World Postal 2009

General:

Distance 25 meters

3 Targets Unlimited Match at 15 ft/lb Muzzle velocity.

Outdoor- Only Shooter and Benches may be covered

Minimum of Three Shooters for a Team Score to qualify

Mandatory Bench Rotation

Scheduled Matches to be held between March and November

Equipment:

Unlimited Rifle – Shoulder fired design

Cannot Attach Rifle to Rest or Rest to Bench

Rail &/or Machine guns are Not Permitted

Rifle specification:

Unlimited Air Rifle Class - is any .177 - .20 - .22 caliber air rifle having a safe

manually and mechanically operated firing mechanism, with no weight limit. Any

air regulator can be used as long as it is integral within the air cylinder. Any

modification may be made to the rifle and any magnification scope may be

used. Factory stock or stocks that meet ‘Stock Clarification’ rules may be used.

Return to battery shall NOT be permitted. Muzzle brakes, muzzle flips, barrel

weights or Harmonic Tuners are permitted. There is no restriction on cylinder size

or capacity as long as 20.34 Joules or 15-ft/lb. maximum power is retained and

it is integral within the rifle. (Separate Air Cylinders are not allowed the cylinder

must be part of the rifle). Testing of air rifles via use of a chronograph will need to

be done by match directors to ensure maximum power restrictions above –

records of tested rifles will need to be kept for checks/ clarification. The match

director has authority not to allow any rifle over the specified power limits to

ensure fairness through the competition.

Target:

WRABF 25 meters target, UKBR 22 25 yard target,

Best edge Scoring - cut central ring for 10, obliterate for 10 X

All Targets Scored for Total, X counts & “First Miss”

Participants:

Maximum 3 Teams – Each Country – 3 Shooters per Team plus an Alternate.

Substitutions will be permitted under extraordinary circumstances

Teams Must Pre Register One Month in advance, but not later than September.

Countries 3 Teams do not have to shoot in the same Match. But the 3 team

members of the same team must shoot in the same Match.

Individuals do not need to pre register.

Individuals must shoot in a Scheduled match to qualify.

Misc:

A Shooter can only shoot on one team.

A Team Shooters team score goes into the Individual Standings.

If an Individual shoots in more than one registered match the first matches score

is used in the Individual Standings.

The Scoring Program is required to score all matches.

Email results must be submitted within 3 days of match.

General benchrest shooting rules will apply were it is not covered under these

rules.

Entry:

All countries/associations must announce before March 09 the shooting ranges

and date of where the shoot will takes place. Teams must be registered 30 days

before the competition. Individuals can enter on the day of the competition. It is

preferred that Nationals, State, Provincials competitions be used for the world

postal championship, but this is not essential if small teams are being entered by

countries starting out in air rifle BR – this should be declared at entry. See entry

and declaration forms.

Prize:

Top 3 teams will qualify for medals.

Top 3 individuals will qualify for medals.

Top 10 individuals will qualify for certificates.

Entry fee:

Free. Not defined yet.

Air Pistol Dynamic Shooting

May we remind all those interested in Air Pistol Dynamic Shooting (APDS) that we have set up a permanent APDS Qualifier Training zone. This area if available to anyone who wishes to practice the APDS qualifying stage. (Download APDS Qualifier Stage Document).

We recommend that those intending to compete in APDS later on this year to start getting their grips and gear for the this event. All competitors who intend to participate APDS must pass the APDS Qualifier before being allowed to participate in the scheduled competitions.

We aim to start with the qualifications in February and March, this will allow us to prepare demo stages in April and May so that one can start getting the grips of this new event. The rules can be downloaded from this link or from our downloads page. The dates when the official qualifiers are accepted will be communicated soon.

Membership, Insurance & TS-B licence renewal.

Membership
May we remind those persons that did not yet pay the 2009 membership to settle this as soon as possible with our secretary Mr.James Bugeja. Please note that as from 10th of February 2009, we will consider those who did not pay MAAC membership as non MAAC members thus will be subject to the conditions of non members, this includes range fee charges, competition entry fees and other restrictions. See details here. The proof of membership is the 2009 MAAC ID card that is given to each paid up member. MAAC ID card must be always carried when visiting VSR.

Insurance.
A persons shooting at VSR must have an insurance policy. This can be either bought directly from MAAC (through AACTS at Euro 11) or directly from any other club you might be member of. Once your insurance policy is available and you are an MAAC member make a copy and submit it to our secretary Mr. James Bugeja. Members or non members without a renewed insurance policy for 2009 will not be allowed inside VSR after the 10 th February 2009.

Target Shooter B License Renewal.
According to the information obtained the Target Shooter Licences renewals at your local police station will start to be accepted from mid January 2009. Please note that we will not accept any member or non member at VSR without a re-newed 2009 TS-B license after the 1o th February 2009. MAAC members who renew their TS-B 2009 licnece must make a copy and submit it to our secretary Mr. James Bugeja.

Note to all members and non members visiting VSR.
Always keep a copy of your TS-B license and Insurance Policy in a folder along with your kit bag when visiting the range. Always bring your club ID card.

MAAC Member Classification System will start from 2009

MAAC will start with a classification system for its members taking part in competitive events.
The classification system is required to measure the skill of our club members against other shooters from around the world that practice the same sport. The classification system will be used for the following air rifle disciplines, Air Rifle Field Target , Air Rifle Bench Rest and MAAC HFT. We will be using the international classification methods used in FT, HFT and BR.

The grading details are obviously intended to those members who choose to participate in competitions. We will not grade any members that do not want to compete but shoot for fun.
An MAAC Grading page will be added to our website later on this month. There will not be any grading for Air Pistol Steel Plate Challenge or Air Pistol Dynamic Shooting at least for 2009.
Below you find the details for each type of classification that will be used.

Air Rifle Bench Rest.

Below you find the basic table used for classification.
> Novice : 209 or lower score
> Marksman : 210 to 219 score
> Sharpshooter : 220 to 229 score
> Expert : 230 to 239 score
> Master : 240 to 245 score
> Grand Master : 246 to 250 score
> Ultimate Grand Mater : 250 /25 x

MAAC has 4 MAAC ARBR Matches scheduled for 2009.
There are two separate classes hence there will be two separate classifications one for each class.
The shooters will be listed according to the class in which they participate .
The Points gained in each different match are updated after the match per class.
The Grade Status will change after each match in which they participate, this is the average points according to the participated matches excluding missed matches.
The Grade Status at the end of the season will reflect the skill level acquired by the shooter in his class according to the number of matches he participated in.

In ARBR we have two classes for 2009.
Standard AR < 15ftlbs
Unlimited AR > 15ftlb

Air Rifle Field Target and Hunter Field Target Classification.

The highest score of the day is awarded 100% and all other scores are graded as a percentage of the best score. Lets say that out of 30 the highest score is 20, this now becomes the benchmark scoring 100%, so another competitor with a score of 10 is awarded 50%, and 5 would be 25%.

At the end of the season, all MAAC members are graded based on their average excluding missed matches.


An average of over 80% gets you an AA grade.

70% is A.

55% is B

Everyone else is C grade.

Recently D grade has been introduced for those new to the sport or have yet to record a score.

Everyone enters the system as grade D and depending on your performance during the previous season can progress through to AA grade.


The grades are updated after each match.

For 2009 MAAC has 4 FT and 4 HFT matches. Grading is done per class of air rifle.

In FT MAAC has two classes Recoil Class <> 15ftlbs.

In HFT Open Class and Recoil Class.


Grading Why ?
> Grading gives the opportunity to the shooter to compare himself and his progress in the sport with other shooters locally and world wide.

> With grading a shooter can identify the shooting sports in which he/she have better chances of success.

> With Shooters Grading the MAAC committee is able to make the right selections of shooters to participate in postal or international events if the possibility arises. Please note that MAAC will not just look at the skill level but also on attendance and other aspects of the shooter. So grading is just a part of a final decision.

Clarification - Time to take Shot in ARFT.

In the FT rules the time to take a shot is defined as follows.
Time per Shot:
A). The Match Director and/or Marshal may impose a time limit per lane or per target either before or during a match.
B). The timing may start when the airgun is shouldered, when the shooter addresses the lane (i.e. sits down) or as specified by the Match Director.
C). Shots not executed within the time limit will be scored as misses.

This is described officially from the American FT rules. We will be applying this sequence as follows. The MAAC ARFT rule book will be emended as follows.
This will be communicated in the safety briefing next Sunday.

1. MAAC will impose a time limit of 2 minutes per target.
2. The timing will start when the shooter shoulders the rifle and addresses his eye to the scope.
3. Shots not executed within the time limit will be scored as misses.

NOTE we will not take the time by means of a stop watch for each shooters no one does that.
The shooter must take care of his own timing.
However RCOs will observe the shooters, and if they notice that a shooter or shooters are taking longer then the average 2 minutes, then we will clock time them.

For this session ONLY.
1. First we will issue a warning to the shooter.
2. On subsequent non compliance we will start applying the miss score.

NO FURTHER DISCUSSION.

MAAC - AIR RIFLE FIELD TARGET COMPETITION 11th December 2009

Next Sunday 11th December 2009 MAAC will start rolling with its 2009 activity program.
The first competition is Air Rifle Field Target.

There will be two classes and all will shoot in the same event.
Air Rifle Field Target (ARFT) Competitions.
1. There will be two classes in ARFT.
a. Class A: Springers ONLY up to 15 ftlbs.
b. Class B: PCPs all powers.
(Clarification Recoil and Semi Recoil systems over 15ftlbs will be allowed in Class B)


Only MAAC registered members will be allowed to enter in both classes. Non registered or Non MAAC members will be allowed to enter in one class only. The competition is open to MAAC and Non MAAC members.

One of the rules that will be enforced next sunday is a limited time of 2 minutes per target.
The time will start as soon as the shooter scopes the target. If the shooter exceeds 2 minutes he will be stopped by the RCO and as a result will score score 0 points. Please note we are not going to apply timers or stop watches but shooters that will take longer then normal will be monitored during their shots.

Below you will find the targets and shooting positions assigned for each round. You will have to conduct 3 rounds of 10 targets each. The policy of MAAC for 2009 is to start to apply all international rules and regulations for all the sporting activities were possible.

ATTENTION - VSR closed on Saturday 10th January 2009

PLEASE NOTE.

Next Saturday 10th January 2009 the VSR air gun range will not be available for shooting.
The range is open only for range preparation and set up for the FT competition on Sunday 11th January 2009. This involves mowing of grass and setting up the competition targets and area.
The club committee members will be leading the works.

NO AIR GUN SHOOTING IN ALL OTHER AREAS. (members and non members)

AIRSOFT ONLY IS ALLOWED IN PISTOL PITS AREA.

NO ONE WILL BE ALLOWED TO SHOOT ANY AIRGUN IN ANY AREA, UNTIL ALL WORK HAS BEEN COMPLETED AND RANGE IS CLEARED BY COMMITTEE MEMBERS.

If you had the intention to go on Saturday 10th January 2009 to VSR go and give a helping hand.

ZEROING TIME WILL BE ALLOCATED SUNDAY 11th January 2009 , FROM 6.30am till 8.00am MAX.

Airgun Safety and Introduction Course.

The ASIC course for new members that require a club letter of recommandation for a Target Shooter B (airgun) will be conducted Sunday 18th January 2009 at the Victoria Shooters Range Tal-Handaq Qormi.
The session will start at 9.00am.
